Mr. Aranda is an economist with IUG specializing in water and wastewater utility economic and financial analyses. Fernando has a B.A. in Economics from the University of Carabobo, Venezuela and a M.S. Finance and M.A. Economics from the University of Colorado at Denver.

Ms. Bick is an experienced utility consultant, specializing in utility financial planning, cost-of-service rate analysis, and impact fees. Suzanne has earned a B.S. from Willamette University and a Master’s degree from Lewis and Clark College in Public Administration. Previous to IUG, Ms. Bick served as the Assistant Director of Finance at the City of Vancouver, Washington, where she directed the financial operations of the City.

C. (Kees) W. Corssmit, Ph.D. | President
Dr. Corssmit is an economist with over 25 years experience in utility economics. He specializes in water and wastewater utility rates, fees and financial planning issues. Dr. Corssmit has presented expert testimony in many courts. Founder and president of IUG, Dr. Corssmit is the current Chairman of the American Water Works Association's Standing Committee on Rates and Charges and an active member of the Financing and Charges Task Force of the Water Environment Federation.

Joe Healy | Senior Financial Analyist
Mr. Healy works in IUG's Portland, Oregon office where he conducts a wide variety of utility economics projects, including utility cost-of-service rate studies, system development charge studies, economic and financial feasibility analyses, and computerized financial modeling. Joe is a graduate from Portland State University and holds a B.S. in Economics.

Toni Leon| Administrative Services Manager
Ms. Leon is the Administrative Services Manager for IUG in Portland. Ms. Leon has a Bachelors degree from California State University. She is active with SAME, a professional engineering organization. Ms. Leon was recently elected to the SAME Academy of Fellows. She is a member of the Portland Post Board of Directors, and has served as Portland Post President. Most recently, Ms. Leon chaired a Joint Regional Conference for the Northwest and Pacific regions.

Carol F. Malesky | Vice President
Ms. Malesky is a senior economist, specializing in utility financial planning, cost-of-service rate analysis, impact fees, utility valuations, and water demand and conservation studies. She has worked with Dr. Corssmit and Mr. Matthews on various rate studies, finance plans, and expert witness assignments. Carol earned a B.S. from Cornell University and Master's degree in agricultural and resource economics from Colorado State University. She is a member in the Environmental and Water Resources Institute of the ASCE and the Denver Association of Business Economists.

Mr. Matthews manages IUG's Portland, Oregon office where he specializes in cost-of-service, financial planning, conservation, and capital and infrastructure-related projects. In his more than 20 years of experience in the industry, Mr. Matthews has conducted dozens of studies for water, wastewater, storm water, solid waste, and transportation utilities throughout North America. Mr. Smith has been a project consultant on dozens of projects dealing with financial planning, cost-of-service, and system development charges. In these projects, he deals with an assortment of tasks pertaining to database and spreadsheet management, research and technical writing. Rachel Stevens | Marketing Coordinator & Sr. Administrative Assistant
Ms. Stevens is a graphic designer who has been handling all of IUG's design needs. She has illustrated several books while working as a designer at the University of Florida and most recently helped Dr. Corssmit with the illustrations in AWWA's Water Rates, Fees and the Legal Environment. She also volunteers her graphic design skills for Rumbles, the bi-monthly magazine for RMSAWWA and RMWEA. Ms. Stevens is also IUG's Senior Administrative Professional in Denver.
